Bait and Switch in Nyack

I reserved a suite (the most expensive one on property). When I go there, the person behind the front desk said "I see you reserved a suite. We don't have any suites left. I can give you an accessible room." No refund, no discount, no price reduction. Just "this is what we have, if you want to stay here." What do you call that? A rip off? Bait and switch?

I came in late in the evening and no one was at the front desk to check me in. I stayed one night and it’s been four days and the incidental charge is still “processing.” The window of the room was blacked out and the room could have been cleaner.
