Despite Expedia showing this as a VIP Access hotel with a free room upgrade and despite the hotel being only at around half capacity at best, we received no VIP upgrade on this trip. The hotel was clean and the PARTS THAT WERE OPEN were in good order. However, this is a strange hotel - it is really called Royal Resort Dubrovnik and consists of 4 blocks with one reception rather than being 4 separate hotels, despite being listed under 4 names. The main reception was manned, however when we visted (late April) the reception and concierge areas in the other buildings (including the one we were in) were not staffed. In addition, of the 7 restaurants and bars listed on all the signage, 4 were closed for our entire trip with (very strangely) cushions strewn all over the floor for the length of our trip in the restaurant at the bottom of the Royal Blue. Buffet breakfast was the usual thing you get with big hotels - OK some days and then missing have the food the next. Two pools were drained. The indoor one was also inexplicably closed one day. Parking somewhat of a mess but easy. Evening buffet was DIRE and expensive unless in your package - you get far better for less at the buffet at the hotel complex next door. Housekeeping very poor - twice had to ring down as on returning to our room early evening on one occasion found they'd taken all the towels and not replenished and on another not bothered to enter the room at all. Room when worked on was however very clean.
