A stay at Hotel Cotopaxi places you in the heart of Latacunga, steps from Río Cunuyacu and 3 minutes by foot from House of the Marquis of Miraflores.
It is an older hotel, beds sag but it is very clean, staff was great and showers hot, it's also the best location I could imagine. My only real complaint would be that smoking is allowed and when there were smokers on my floor the smell was enough to be bothersome.
