The hotel is the second closest to the railway station, about 12-15 minute walk, and it is much cheaper than the closest Holiday Inn. There are many restaurants close by too. The staff is friendly and easygoing. They responded to service request quickly. The facilities meet the minimum standard. 
However, as it is said, you get what you pay for. The building is obviously not very well maintained. The walls have water stains. The hallway carpet is VERY dirty. (The floor, furniture, and bed in the room are clean though.) The windows do not seal tightly, so you can hear the street traffic clearly. The mattress is hard as if you sleep right on the grid springs. 
Although there are no-smoking signs everywhere, you could still smell strong cigarette smell around the elevator. This is not rare in China though as the nonsmoking regulation is hard to enforce. Even in hotels such as Marriott you may get a room with smoking smell. All you can do is to change the room. 
Bottom line: this place is tolerable. If you would like to experience a night of average Shanghai people’s life, this is a reasonable place.
